According to the press release of the European Parliament, the sum of 18 billion euros will cover approximately half of Ukraine’s estimated costs in 2023, which amount to three to four billion euros per month. According to the proposal of the European Commission, the money will be used to support basic public services – to operate hospitals and schools, to provide housing for displaced people, for macroeconomic stability and to restore critical infrastructure destroyed by Russian war activities.

507 MPs voted for the said regulation, 38 were against it and 26 abstained from voting. The loan, which the EU will obtain from the financial markets, will be paid in quarterly installments with the continuity and predictability necessary to keep Ukraine functioning during the war.

EP President Roberta Metsolová declared that Ukraine is fighting for European values, while the European Parliament and the European Union have shown solidarity with it in the humanitarian, military and financial fields. This is also evidenced by the support package in the amount of 18 billion euros for surviving the war and for the restoration of critical infrastructure.
